Newer variants of PCSX2 are only standalone programs within a zip file. Older versions of PCSX2 install by means of a wizard. I will explain both scenarios.
Installing the standalone program (newer versions)

IMPORTANT! PCSX2 must be put in a common folder on your own computer. I recommend Records , Downloads, or make a folder onto your desktop. If you put PCSX2 somewhere else on your main C drive, then you may be restricting it to read-only access. Doing this prevents PCSX2 from saving anything.
Notice the path in which the BIOS folder can be situated. Open up that folder. Download the BIOS if you haven’t already, unzip it, and drag on its contents to the BIOS folder. It should appear something similar to below:
You should now see the Europe, Japan, and USA BIOS files appear in the white box.
